Before 9/11 we had 20+ dysfunctional bureaucracies that have since been combined into one massively giant dysfunctional bureaucracy, and we have to spend billions of dollars to figure out why it's dysfunctional.  Duh.  Bigger is not better.  But you won't hear anyone in Congress who voted to create DHS accept any blame for the screw-ups.</description>
